The course of formation of the Management Plan

The management plan of UNESCO’s website “Costiera Amalfitana” did not grow out of a political body’s decision, but rather from the farsighted vision of two public institutions: the Superintendence for Architectural, Landscape, Historical-Artistic and Ethnoanthropological Heritage, BAPSAE (nowadays Archeological Superintendence, fine arts and Landscape for the provinces of Salerno and Avellino, ABAP), and the Mountain Community Penisola Amalfitana CMPA (which no longer exists, but has been absorbed by another Mountain Community, Monti Lattari’s one, CMML). These two institutions did not have (nor do they have) complete and direct competences for the government of the territory. The CMPA could only implement interventions in order to defend the territory, and small crop improvements, the only government power was given to it by verifying the conformities of the municipal Urban plans to the Territorial Urban Plan of the Sorrento-Amalfi peninsula (PUT). The BAPPSAE had, and still has, competence to control public and private projects, without the possibility of promoter them; the only possibility of intervention on the territory Is that on the monuments, provided that It has receiced ad hoc funding.
Both institutions have ex-post control powers, but no planning or programming possibilities. It Is a limitation of the system of governance that is discussed extensively in Chapter 5, which has not prevented the definition of a management plan following a rigorous path and in accordance with the indications of both MIBACT and UNESCO.
The fact that the ABAP superintendence was the main engine of the formation of the PdG, has allowed to start its implementation even pending its formalization. The interventions already implemented PAUPAN, SSD test and TURANT have been carried out and have provided valuable indications to develop the final version of the PdG.

• RURANT– NEW LIFE FOR THE ANCIENT RURAL BUILDING, provides for the restoration of the degraded landscape, through the census of rural artifacts, the determination of their optimal uses, and the definition of formulas that make it convenient to recover, all in support of emotional tourism.
• SASIFSA – WIDESPREAD KNOWLEDGE, DISSEMINATION OF KNOWLEDGE, provides for the realization of training courses for construction operators to spread knowledge on traditional construction techniques of the Coast and produce the catalog of “good practices”, the use of which will ensure an accelerated examination of the practices by the ABAP Superintendence.
• PORTECA – THE DOORS OF THE AMALFI COAST, provides for the realization of a competition for the construction of welcome doors in the four in the 4 land access points and in the five ports of the coast.
